UPSC EPFO PA Eligibility 2026: Age Limit, Educational & Skill Test Requirement

Before you start preparing for the UPSC EPFO PA exam, the first thing to check is whether you actually meet the EPFO PA eligibility criteria.

Unlike most government exams, this exam has a mandatory skill component; a Bachelor’s degree alone is not enough. You also need to meet the stenography speed and transcription requirements to be considered eligible.

EPFO Personal Assistant Age Limit & Relaxation 2026

The UPSC EPFO PA eligibility criteria specify the following age limit:

* The minimum age for all categories is 18 years. Age is calculated as of the closing date of the online application.

EPFO PA Age Relaxation

The category-wise age limits mentioned above already include standard OBC, SC/ST, and PwBD relaxations. 

Additionally, the following candidates are eligible for extra age relaxation over and above their category’s upper age limit:

• Ex-Servicemen relaxation is available only if the candidate has rendered a minimum of 6 months of continuous service in the Armed Forces after attestation.
• Central/EPFO/UT Government Employees relaxation is available only to those with a minimum of 3 years of continuous regular service in a post in the same line or allied cadre.
• SC/ST PwBD candidates get a maximum of 15 years of relaxation, and OBC PwBD candidates get a maximum of 13 years of relaxation.
• Minimum 40% disability is required to claim PwBD age relaxation.
• Age relaxation is cumulative as per the Government of India guidelines.
• The maximum age after all relaxations cannot exceed 56 years.

Category Certificates for Age Relaxation

If you are claiming age relaxation under the EPFO PA eligibility criteria, carry the relevant certificate in original along with a self-attested photocopy at the time of the Skill Test. 

The certificate must be in the prescribed format issued by a competent authority.

EPFO Personal Assistant Educational Qualification 2026

The UPSC EPFO Personal Assistant eligibility criteria require a Bachelor’s degree from a recognised university. 

There is no restriction on the stream or discipline. Candidates from any field can apply.

Marks and Percentage Requirement

The EPFO PA eligibility criteria do not specify any minimum percentage or marks requirement for the Bachelor’s degree. A pass degree is sufficient.

Status of Distance and Final Year Students

The notification does not explicitly mention distance education degrees or final year students. However:

• The date for determining eligibility is the closing date of the online application.
• Candidates must possess the essential qualification on or before this date.
• Final year students who have not yet received their degree by the closing date are therefore not eligible to apply.

EPFO PA Skill Requirement 2026

A Bachelor’s degree alone is not enough to meet the UPSC EPFO PA eligibility criteria. 

You must also possess stenography skills and meet the transcription requirements.

Stenography Speed

You must be able to take dictation at a speed of 120 words per minute in Stenography.

Transcription Time

After taking dictation, you must transcribe it on a computer within the following time limits:

Choice of Language

You must choose your preferred language: English or Hindi, for the Stenography test at the time of filling the online application form. 

This choice cannot be changed later.

• Transcription must be done on a computer only. Handwritten transcription is not accepted.
• The dictation is given for 10 minutes at 120 words per minute.
• Candidates must indicate their language preference in the online application form itself. No request for change will be entertained after submission.
• The Skill Test is qualifying in nature. Clearing it is mandatory for final selection, but its marks are not counted in the final merit.

Is Work Experience Required for the EPFO PA Exam?

NO. The UPSC EPFO PA eligibility criteria do not require any work experience.

A Bachelor’s degree and the required stenography skills are sufficient to apply.

This makes the EPFO Personal Assistant post accessible to fresh graduates as well.

Nationality Requirements for EPFO PA 2026

To meet the UPSC EPFO PA eligibility criteria, a candidate must be one of the following:

• A citizen of India
• A subject of Nepal
• A subject of Bhutan
• A Tibetan refugee who came to India before January 1, 1962, with the intention of permanently settling in India
• A person of Indian origin who has migrated from Pakistan, Burma, Sri Lanka, or East African countries: Kenya, Uganda, Tanzania, Zambia, Malawi, Zaire, Ethiopia, or Vietnam, with the intention of permanently settling in India

Candidates belonging to the last four categories must produce a certificate of eligibility issued by the Government of India at the time of appointment.

Number of Attempts Allowed for the UPSC EPFO PA Exam

The official UPSC EPFO PA exam does not have any restriction on the number of attempts. 

As long as you meet all the eligibility criteria: age, educational qualification, and skill requirement, you can apply for every cycle.

PwBD Eligibility and Scribe Facility for UPSC EPFO PA Exam

The UPSC EPFO Personal Assistant eligibility criteria also has specific provisions for Persons with Benchmark Disabilities. 

Who is Eligible Under PwBD Category?

The following disability categories are eligible for the EPFO PA post:

• Blindness and Low Vision (B/LV)
• Deaf and Hard of Hearing (HH)
• Locomotor Disability, including Cerebral Palsy, Leprosy Cured, Dwarfism, Acid Attack Victims, and Muscular Dystrophy
• Specific Learning Disability (SLD), Mental Illness (MI), and Multiple Disabilities (MD)

Who Can Use a Scribe?

• PwBD candidates with blindness, locomotor disability (both arms affected), and cerebral palsy are automatically eligible for a scribe.
• Other PwBD candidates with 40% or more disability can use a scribe on production of a certificate from the Chief Medical Officer/Civil Surgeon/Medical Superintendent of a Government healthcare institution confirming physical limitation to write.
• Candidates with less than 40% disability but having difficulty in writing can also request a scribe on production of a certificate from the competent medical authority of a Government healthcare institution.

Important Note: You can either bring your own scribe or request UPSC to provide one. You must indicate this choice at the time of filling the online application form.

Qualification of Scribe

• The scribe’s qualification must not be higher than the minimum qualification required for the exam.
• However, the scribe must at least be matriculate or above.

Compensatory Time

• PwBD candidates with blindness, locomotor disability (both arms affected), and cerebral palsy get 20 minutes of extra time per hour of the Recruitment Test.
• Other PwBD candidates with physical limitations to write can also avail this facility on production of the relevant certificate.
