UPSC LEO Registration: How to Apply Online for LEO Exam?

UPSC LEO registration is the first step towards becoming a Labour Enforcement Officer. Once the official UPSC Labour Enforcement Officer exam notification is out, you have a short window to fill out the UPSC LEO application form and submit it online.

Is UPSC LEO Registration Online or Offline?

UPSC LEO registration is fully online. There is no offline application mode.

The entire process: OTR creation, form filling, document upload, and fee payment, happens on the UPSC online portal. UPSC does not accept application forms sent by post, email, or any other offline mode.

When Will UPSC LEO Registration Start?

The UPSC LEO notification is likely to be released in January-February 2027. 

The registration starts on the same day the notification is released.

What is the Last Date to Apply for UPSC LEO?

Generally, UPSC gives candidates 2 to 3 weeks from the notification date to complete the application.

A few things to keep in mind:

• The UPSC LEO online form last date is the last date to complete Part II of the application (payment + photo + signature + centre selection).
• Applications submitted after the deadline are not accepted under any circumstances.
• UPSC does not extend deadlines.

Apply at least 3-4 days before the last date. The UPSC website often gets heavy traffic near the deadline, which can cause login issues or payment failures.

Do I Need to Complete UPSC OTR Before Applying?

Yes. Completing UPSC OTR (One Time Registration) is mandatory before applying for UPSC LEO.

OTR is UPSC’s centralised profile system. Once created, it can be used to apply for multiple UPSC exams.

1. Visit upsconline.gov.in/upsc/OTRP. 
2. Click on “New Registration”.
3. Enter your name as per Class X certificate.
4. Provide date of birth, gender, and parents’ names.
5. Verify your mobile number and email ID using OTP.
6. Create a password.
7. Enter your address details.
8. Upload a passport-size photograph (20-300 KB, JPG).
9. Upload signature (10-40 KB, JPG).
10. Enter Class X board details.
11. Add your educational qualification.

Important Points:

1. OTR is free of cost.
2. Only one OTR ID is allowed per candidate.
3. The OTR profile can be edited in limited fields after registration.
4. Save your OTR ID and password for future use.

What Documents are Needed for UPSC LEO Registration?

You need to keep these ready before starting the UPSC LEO application process:

For OTR profile creation:

Do I Need to Upload Certificates During Registration?

No. Educational and category certificates are NOT required to be uploaded during the UPSC LEO application form submission.

Candidates are required to provide details of their qualifications and category in the application form.

Original documents must be produced later during the interview or document verification stage as required by UPSC.

How to Fill UPSC LEO Application Form Step by Step?

Step 1: Complete OTR First

Go to upsconline.gov.in/upsc/OTRP and complete One Time Registration.

Step 2: Find the LEO Apply Online Link

After OTR, go to the active examinations section on upsc.gov.in and click the UPSC LEO apply online link.

Step 3: Fill Part I of the Application

Enter your personal details, educational qualifications, category, and other required information. Cross-check every field against your documents.

Step 4: Fill Part II of the Application

This includes:

• Upload photo and signature
• Select your preferred exam centre
• Provide photo ID proof details
• Make the fee payment

Step 5: Review and Submit

Read every field carefully before clicking Submit. Once submitted, changes are very limited.

Step 6: Download and Save the Form

After submission, download a copy of your application form. Save it for future reference: admit card download, interview, and document verification.

What Is the UPSC LEO Application Fee?

The UPSC Labour Enforcement Officer registration fee is Rs. 25 for male candidates from General, OBC, and EWS categories. 

SC, ST, PwBD, and women candidates of all categories do not pay any fee.

The fee, once paid, is non-refundable. Even if you later decide not to appear for the exam or your application is rejected, the fee is not returned.

How to Pay UPSC LEO Registration Fee?

Fee payment happens in Part II of the UPSC LEO application form.

Online payment options:

• Net banking (SBI and other banks)
• Credit card (Visa, MasterCard, RuPay)
• Debit card
• UPI

Offline payment option:

• SBI Challan: Generate the pay-in-slip during Part II registration, take it to an SBI branch, and pay cash on the next working day.

After successful payment, save your transaction confirmation. 

If payment fails but money is deducted from your account, do not panic. Wait 2 to 3 working days. 

The amount usually reverses automatically. If it does not, contact UPSC with your transaction details.

Will My UPSC LEO Application Progress Be Saved?

Yes. UPSC’s online application system allows you to save your progress and return later.

When filling Part I, you can save and exit. Your information will be retained when you log in again with your OTR credentials.

However, do not leave it till the last day. Technical issues, high website traffic near the deadline, and payment gateway errors are common problems. 

Start the application at least 4 to 5 days before the last date.

What to Do if You Make a Mistake in the Application Form?

Once you submit the UPSC LEO application form, changes are generally NOT permitted.

UPSC did not have any correction or edit window for recruitment posts like Labour Enforcement Officer (LEO).

However, UPSC has recently announced it will open a 3-day correction window for upcoming exams. 

This may be applicable to the UPSC LEO exam too. 

However, candidates should treat their application as final. No changes should be assumed after submission.

Best Approach: Check every detail three times before submitting the form.

Can I Apply If I Do Not Meet All Eligibility Criteria?

No. Candidates who do not meet the prescribed eligibility criteria should not apply.

UPSC does not verify eligibility at the time of application submission. However, eligibility is verified at later stages, such as shortlisting, interview, or document verification.

If a candidate is found ineligible at any stage, their candidature will be cancelled.

Candidates must ensure that they meet all eligibility conditions, including age, educational qualification, and nationality, before applying. 

Useful Tips for UPSC LEO Registration

1. Choosing Your Exam Centre

UPSC allocates exam centres on a first-apply-first-allot basis. The earlier you apply, the better your chance of getting your preferred centre.

Tips for choosing:

• Select a centre in or near your city of residence.
• Avoid centres that are far away and require overnight travel.
• Check the list of available centres in the notification before selecting.
• You can typically select up to 3 preferences.

2. Double-Checking Your Application Form

Before you hit Submit, go through each section one more time:

• Name: Does it match your Class X certificate exactly?
• Date of birth: Is it correct?
• Category: Have you selected the right one?
• Educational qualification: Is the information accurate?
• Photo and signature: Are they clear and within size limits?
• Exam centre: Is your preferred location selected?
• Fee payment: Has it been confirmed?

Common Mistakes During UPSC LEO Registration

1. Creating Multiple OTR IDs 

Each candidate is allowed only one OTR ID. If you create more than one, your application may be rejected. If you have forgotten your OTR credentials, use the “Forgot Password” option on the portal — do not create a new account.

2. Name Mismatch 

Your name in the application must exactly match your Class X certificate. Even minor spelling differences can cause problems at document verification.

3. Wrong Category Selection 

Selecting the wrong category affects your age relaxation and fee exemption. OBC candidates in the creamy layer must apply as General. Verify your category before selecting.

4. Blurry or Oversized Photo/Signature 

If your photo or signature does not meet the size and format requirements, your application may be flagged or rejected. Scan at the correct resolution before uploading.

5. Applying on the Last Day 

Website traffic is highest on the last day of application. Payment failures, login issues, and server timeouts are common. Apply at least 3 to 4 days early.

6. Not Saving the Confirmation Copy 

After submitting, download and save the application form copy immediately. You will need it for the admit card verification, the interview, and document verification.

7. Paying the Fee Without Completing Part I 

Fee payment happens in Part II. Do not attempt to pay before completing Part I. Incomplete applications are rejected, and the fee is not refunded.

Under What Conditions can Your UPSC LEO Application be Rejected?

Your UPSC LEO application can be rejected if:

• You are not eligible (age, qualification, nationality).
• You have multiple OTR IDs.
